The FBI has a computer crimes division known as the IC3, or the Internet Crime Complaint Center. You can go there to file reports of illegal fraud online. I am a user of Craigslist.org and I have been contacted many times by people trying to scam me by having me ship expensive items to foreign countries like Nigeria. Each time I just go to the FBI's IC3 and file a report. When you file a report there, it gets submitted to the FBI. The FBI then sends the information out to your local law enforcement authorities (if needed) and they will contact you about getting printed documents that show proof of this crime. Sadly, I have reported many people to the IC3 and have never been contacted by the police or FBI, simplt because there really isn't much for the FBI to do if the person is overseas. I think it works sufficiently if you're reporting someone in the United States though.
References :
http://www.fbi.gov/
